My husband and I are not US citizens and, due to our visa category (G4) are a somewhat specific tax case in the United States. We are also pretty much completely clueless on the US taxation system. TL;DR: Unethical, unprofessional, manipulative and rude - we are filing a complaint with the IRS.

Ross and Moncure is a firm that refuses to acknowledge nor take responsibility (including financial) for its errors to the point of being unethical.  We engaged them to complete our personal and business tax returns in 2023 and paid a retainer for their services.  Several months into our engagement, we asked out of curiosity whether we could have them file only our business tax returns.  Rachel Moncure stated that we had to engage them for both tax returns, and if we backed out of the engagement now, we’d be responsible for all work rendered to date at an hourly fee which was never discussed with us. She then accused us of expecting free advice, which was untrue and highly insulting, and stated her preference that we terminate. Cliff Hefler then intervened to state that they wished to keep working with us but only if we committed to being long term clients because they felt that they lost money in their first year of filing taxes for new clients. We did not feel we had much choice but to agree to these terms, given that the alternative was to terminate and pay the high hourly fee to which we'd never previously agreed.

Rachel never spoke to us again, but we ultimately did enjoy our experience working with Cliff.  When our tax returns were completed, we received written instructions to pay the Pass Through Entity Tax (PTET) by October 15, rather than the correct due date of April 15.  Months later, we received a notice from the Virginia Department of Taxation stating that our PTET was overdue and had accrued a late fee of $420.

Upon bringing this to the attention of Ross and Moncure, Cliff stated that this may have been a software glitch.  Rachel Moncure then emailed denying that there had been a software glitch and stating that we would be terminated as clients because they elected to stop working with small businesses (a change for which we received no other notification, past or present).  When we reiterated the reality that we had been provided incorrect information and asked what kind of corrective and compensatory mechanisms she intended to take, Rachel refused to acknowledge in any capacity that we had been given an incorrect due date, stated that they assume clients know that tax due dates are in the spring and that “you two appeared to understand the fundamentals of the US tax system”, and finished her communication with the statement, “It is especially frustrating to be asked to pay penalties when the regime causing you the penalties ultimately saved you money pursuant to our advice.”

After this, our business tax returns including the erroneous instructions- which were meant to be permanently available to us, according to their own front desk staff - were removed from their system such that we could no longer access them.  We sent multiple follow-up emails to Rachel and Cliff requesting copies of our complete business tax returns including the instructions and received no response.

This experience speaks for itself.  We are in the process of filing a complaint with the IRS.  This is a firm that feels that they do their clients a favor by working with them and that they have no responsibility for their failures to do their jobs correctly and professionally, choosing instead to blame, insult and terminate with the client, and even going so far as to delete the actual work that the client paid for in order to hide their mistakes.  We are appalled, and we encourage everyone to stay away from this firm.

Ross & Moncure represent security and no stress when it comes to my taxes. I have multiple employers which can make everything more complex, but they never cease to impress when it comes to organization, transparency and thoroughness. I know that I won’t stress ever with them, and that there will never be any errors. They always know the right questions to ask, and are always thinking ahead. They are also extremely patient when answering my questions (which are many). I highly recommend Ross & Moncure.
